BURQA E NIQAB NELLE SCUOLE ITALIANE: QUANTI SONO REALMENTE I CASI?


EML Islamophobia Watch chiede dati e un dibattito basato sui fatti

La European Muslims League (EML), attraverso la propria unità EML Islamophobia Watch – Monitoring & Response Unit, segue il dibattito apertosi in Italia dopo l'annuncio della Presidente del Consiglio Giorgia Meloni di un prossimo provvedimento che introdurrebbe il divieto di burqa e niqab nelle scuole.
La EML non intende trasformare questo tema in uno scontro politico né schierarsi nella contrapposizione tra Governo e opposizione.
Riteniamo invece che sia necessario rispondere a una semplice domanda:
QUANTE STUDENTESSE FREQUENTANO OGGI LE SCUOLE ITALIANE INDOSSANDO EFFETTIVAMENTE BURQA O NIQAB?
Prima dell'introduzione di una misura di carattere nazionale, conoscere la reale dimensione del fenomeno aiuterebbe istituzioni, mezzi d'informazione e opinione pubblica a valutarlo sulla base di elementi concreti.
"Stiamo parlando di migliaia di studentesse, di centinaia, di decine o di casi isolati? Non è una domanda politica. È una richiesta di dati", dichiara Alfredo Maiolese, Presidente della European Muslims League.
La EML ritiene inoltre essenziale distinguere il burqa e il niqab, che coprono il volto, dall'hijab, che lascia il volto scoperto. Si tratta di indumenti differenti che non dovrebbero essere confusi nel dibattito pubblico.
Maiolese aggiunge:
"Sicurezza, identificazione delle persone, libertà religiosa, dignità della donna e integrazione sono questioni serie. Proprio perché sono serie, il confronto dovrebbe partire da fatti verificati. Chiediamo quindi alle istituzioni competenti di rendere disponibili i dati sul numero delle studentesse che effettivamente frequentano le scuole italiane indossando burqa o niqab".
Lo scopo della richiesta non è difendere né contestare il provvedimento annunciato, ma favorire un confronto pubblico trasparente e proporzionato alla reale dimensione del fenomeno.

The European Muslims League (EML), through its EML Islamophobia Watch – Monitoring & Response Unit, is following the debate that has emerged in Italy after Prime Minister Giorgia Meloni announced a forthcoming measure that would introduce a ban on burqas and niqabs in schools.
EML does not intend to turn this issue into a political confrontation or to take sides in the debate between the Government and the opposition.
Instead, we believe that a simple factual question should be answered:
HOW MANY STUDENTS CURRENTLY ATTEND ITALIAN SCHOOLS WEARING A BURQA OR NIQAB?
Before introducing a nationwide measure, knowing the actual scale of the phenomenon would help institutions, the media and the public assess the issue on the basis of evidence.
"Are we talking about thousands of students, hundreds, dozens, or isolated cases? This is not a political question. It is a request for data", said Alfredo Maiolese, President of the European Muslims League.
EML also considers it essential to distinguish between the burqa and niqab, which cover the face, and the hijab, which leaves the face visible. These are different garments and should not be confused in public discussion.
Maiolese added:
"Security, identification, religious freedom, women's dignity and integration are serious matters. Precisely because they are serious, the debate should begin with verified facts. We therefore ask the competent institutions to make available data on how many students actually attend Italian schools wearing a burqa or niqab."
The purpose of this request is neither to defend nor to oppose the announced measure, but to encourage a transparent and proportionate public discussion based on the real dimensions of the issue.

NETHERLANDS LAUNCHES NATIONAL REPORTING CENTRE FOR INCIDENTS AGAINST ISLAMIC INSTITUTIONS



EML Islamophobia Watch – Monitoring & Response Unit

A new national reporting centre dedicated to documenting incidents involving Islamic institutions has been launched in the Netherlands, amid concerns over discrimination, threats and hostility affecting mosques and Muslim organisations.

The initiative, promoted by the Contactorgaan Moslims en Overheid (CMO), allows Islamic institutions to report discriminatory and threatening incidents through a dedicated national platform.

According to the CMO, systematic registration is necessary to obtain a clearer picture of the nature and scale of incidents directed against Islamic institutions and to help public authorities and organisations respond more effectively.

Dutch police have also acknowledged that discrimination is significantly underreported, including anti-Muslim discrimination and incidents involving mosques.

Police figures reported by Dutch media indicate that 414 cases of anti-Muslim discrimination were reported in 2025, including 20 reports concerning incidents at mosques.

The European Muslims League (EML), through its Islamophobia Watch – Monitoring & Response Unit, considers systematic documentation an essential instrument for understanding and addressing anti-Muslim discrimination across Europe.

Monitoring must not serve to create further divisions within society. Its purpose should be to identify verified incidents, protect fundamental rights and provide institutions and civil society with reliable information.

Nei Paesi Bassi è stato avviato un nuovo centro nazionale dedicato alla segnalazione e alla documentazione degli episodi che coinvolgono istituzioni islamiche, in un contesto di preoccupazione per discriminazioni, minacce e atti di ostilità nei confronti di moschee e organizzazioni musulmane.

L'iniziativa, promossa dal Contactorgaan Moslims en Overheid (CMO), consente alle istituzioni islamiche di segnalare attraverso una piattaforma nazionale dedicata episodi discriminatori e minacciosi.

Secondo il CMO, una registrazione sistematica è necessaria per ottenere un quadro più preciso della natura e della portata degli episodi diretti contro le istituzioni islamiche e per consentire alle autorità pubbliche e alle organizzazioni di intervenire in maniera più efficace.

Anche la polizia olandese ha riconosciuto che molti episodi di discriminazione non vengono denunciati, compresi quelli relativi alla discriminazione anti-musulmana e alle moschee.

Secondo i dati della polizia riportati dai media olandesi, nel 2025 sono state registrate 414 segnalazioni di discriminazione contro musulmani, delle quali 20 riguardavano episodi relativi a moschee.

La European Muslims League (EML), attraverso la propria Islamophobia Watch – Monitoring & Response Unit, considera la documentazione sistematica uno strumento essenziale per comprendere e contrastare la discriminazione anti-musulmana in Europa.

Il monitoraggio non deve servire a creare ulteriori divisioni nella società. Il suo obiettivo deve essere quello di individuare episodi verificati, tutelare i diritti fondamentali e fornire alle istituzioni e alla società civile informazioni affidabili.

MESTRE: “NO ISLAM” WRITINGS AT A MUSLIM PRAYER AREA – EML ISLAMOPHOBIA WATCH CALLS FOR RESPONSIBILITY AND DIALOGUE


Venice, 19 September 2026 – EML Islamophobia Watch – Monitoring & Response Unit of the European Muslims League (EML) is closely monitoring the incidents reported in Mestre, Venice, where “No Islam” writings and crosses appeared at Parco del Piraghetto, an area where members of the Muslim community gather for prayer with authorization from the competent authorities.
According to media reports, the writings were subsequently removed by municipal workers, while video surveillance footage in the area may assist the authorities in identifying those responsible.
During the same period, a banner opposing integration also appeared outside the Giulio Cesare school in Mestre. These incidents have prompted reactions from civil society and local institutions.
The Patriarch of Venice, Francesco Moraglia, also intervened, describing what had occurred as “worrying episodes of hostility and intolerance” and calling for respect, peace and dialogue.
EML Islamophobia Watch considers it important to document incidents of this nature without contributing to further polarization. Freedom of religion, respect for places and moments of prayer, and the right to manifest one’s beliefs in accordance with the law are essential elements of democratic coexistence.
“A message directed against a religion must not become the starting point for further confrontation between communities. Instead, we should ask ourselves how we can prevent fear and provocation from replacing mutual understanding. As European Muslims, we reject intolerance towards Islam just as we reject hostility towards Christians, Jews or any other religious community. MESTRE: SCRITTE “NO ISLAM” NELL’AREA DI PREGHIERA MUSULMANA – EML ISLAMOPHOBIA WATCH RICHIAMA ALLA RESPONSABILITÀ E AL DIALOGO
Venezia, 19 settembre 2026 – EML Islamophobia Watch – Monitoring & Response Unit della European Muslims League (EML) sta monitorando con attenzione gli episodi segnalati a Mestre, Venezia, dove scritte “No Islam” e croci sono comparse al Parco del Piraghetto, area nella quale membri della comunità musulmana si riuniscono per la preghiera con l’autorizzazione delle autorità competenti.
Secondo quanto riportato dalla stampa, le scritte sono state successivamente rimosse dagli addetti comunali, mentre le immagini delle telecamere di videosorveglianza presenti nell’area potranno contribuire alle verifiche per individuare i responsabili.

Sulla vicenda è intervenuto anche il Patriarca di Venezia, Francesco Moraglia, che ha definito quanto accaduto “episodi preoccupanti di avversione e intolleranza”, richiamando alla necessità del rispetto, della pace e del dialogo.

SPAIN: PROSECUTORS SEEK THREE-YEAR PRISON SENTENCE FOR LOCAL POLICE OFFICER OVER ANTI-MUSLIM SOCIAL MEDIA POSTS

Spanish prosecutors have requested that a local police officer from Reinosa, Cantabria, stand trial over a series of social media posts allegedly targeting migrants, particularly people of North African origin and Muslims.

The case has attracted the attention of EML Islamophobia Watch because it involves an officer entrusted with public authority and messages which, according to prosecutors, collectively associated Muslims and people of Maghrebi origin with crime and violence.

According to the prosecution document reported by Spanish media, the officer allegedly used a public account on X to repeatedly publish derogatory messages during and after the unrest that occurred in Torre Pacheco, Murcia, in July 2025.

Some of the posts used highly offensive language against people of Maghrebi origin, advocated their collective expulsion from Spain and, according to prosecutors, risked legitimising hostility and violence.

The scale of the dissemination is particularly significant. One thread reportedly reached approximately 6.5 million views, with tens of thousands of interactions.

The investigating court had already ordered the precautionary removal of the disputed content in March 2026.

The Cantabria Prosecutor's Office is now seeking a three-year prison sentence, an eleven-month fine, additional disqualification from certain activities and the permanent closure of the social media account.

No final judgment has been issued. The allegations therefore remain subject to judicial examination and the accused retains the presumption of innocence.

The European Muslims League considers it essential to distinguish legitimate debate on immigration, security and integration from collective accusations directed at people because of their ethnic origin or religious identity.

Criticism of immigration policies or public-security decisions is part of democratic debate. Describing an entire population as inherently criminal or dangerous, however, moves the discussion from criticism of policies or individual conduct towards collective stigmatization.

The case also raises a broader question concerning the responsibility of public officials on social media.

Police officers and other representatives of public authority occupy positions that require particular attention to impartiality and public trust. When messages capable of generating hostility towards religious or ethnic communities achieve millions of views, their potential social impact extends far beyond an individual social-media account.

EML Islamophobia Watch will follow the judicial proceedings while respecting the presumption of innocence and will monitor whether further institutional measures are adopted.

The European Muslims League reiterates that combating anti-Muslim hatred must never mean restricting legitimate criticism or political debate. SPAGNA: LA PROCURA CHIEDE TRE ANNI DI CARCERE PER UN AGENTE DELLA POLIZIA LOCALE PER MESSAGGI ANTI-MUSULMANI SUI SOCIAL

La Procura spagnola ha chiesto che un agente della Polizia locale di Reinosa, in Cantabria, venga processato per una serie di pubblicazioni sui social network rivolte contro migranti, in particolare persone di origine nordafricana e musulmani.

Il caso ha attirato l'attenzione dell'EML Islamophobia Watch perché coinvolge un appartenente alle forze di polizia e messaggi che, secondo l'accusa, associavano collettivamente musulmani e persone di origine magrebina alla criminalità e alla violenza.

Secondo l'atto della Procura riportato dai media spagnoli, l'agente avrebbe utilizzato un account pubblico sulla piattaforma X per pubblicare ripetutamente messaggi denigratori durante e dopo i disordini avvenuti a Torre Pacheco, nella regione di Murcia, nel luglio 2025.

Alcuni dei messaggi utilizzavano espressioni fortemente offensive contro persone di origine magrebina, sostenevano la loro espulsione collettiva dalla Spagna e, secondo la Procura, rischiavano di legittimare ostilità e violenza.

Particolarmente significativa è stata la diffusione dei contenuti. Uno dei thread avrebbe raggiunto circa 6,5 milioni di visualizzazioni, accompagnate da decine di migliaia di interazioni.

Il giudice istruttore aveva già disposto, nel marzo 2026, la rimozione cautelare dei contenuti contestati.

La Procura della Cantabria chiede ora tre anni di reclusione, una multa di undici mesi, ulteriori misure di interdizione da determinate attività e la chiusura definitiva dell'account utilizzato per diffondere i messaggi.

Non esiste al momento una sentenza definitiva. Le accuse dovranno pertanto essere esaminate nel procedimento giudiziario e resta ferma la presunzione di innocenza dell'imputato.

EML ISLAMOPHOBIA WATCH: LA RESPONSABILITÀ DI CHI ESERCITA UNA FUNZIONE PUBBLICA

La European Muslims League ritiene fondamentale distinguere il legittimo dibattito sull'immigrazione, sulla sicurezza e sull'integrazione dalle accuse collettive rivolte alle persone in ragione della loro origine etnica o appartenenza religiosa.

Criticare le politiche migratorie o le decisioni in materia di sicurezza pubblica appartiene al normale confronto democratico. Descrivere invece un'intera popolazione come intrinsecamente criminale o pericolosa sposta il discorso dalla critica delle politiche o dei comportamenti individuali alla stigmatizzazione collettiva.

Il caso pone inoltre una questione più ampia sulla responsabilità di chi esercita funzioni pubbliche nell'utilizzo dei social network.

Gli appartenenti alle forze di polizia e gli altri rappresentanti dell'autorità pubblica ricoprono ruoli che richiedono particolare attenzione all'imparzialità e alla fiducia dei cittadini. Quando messaggi capaci di alimentare ostilità nei confronti di comunità religiose o etniche raggiungono milioni di visualizzazioni, il loro potenziale impatto sociale supera ampiamente la dimensione di un singolo account.

EML Islamophobia Watch seguirà l'evoluzione del procedimento giudiziario nel pieno rispetto della presunzione di innocenza e verificherà l'eventuale adozione di ulteriori provvedimenti istituzionali.

Deepfakes and Online Hate: When Artificial Intelligence Targets a Young Muslim Woman

Una giovane donna musulmana, volontaria in una campagna dedicata all’educazione sulla salute femminile, è diventata bersaglio di video manipolati attraverso l’intelligenza artificiale e di una successiva ondata di derisione online, che ha coinvolto anche il suo hijab.

Il caso è stato esaminato dall’Oversight Board di Meta, che ha stabilito che uno dei video pubblicati su Facebook avrebbe dovuto essere rimosso.

La vicenda nasce da una reale intervista televisiva nella quale la giovane partecipava, come volontaria, a una campagna volta a migliorare l’educazione sulla salute delle donne e a ridurre lo stigma relativo ad alcune condizioni sanitarie.

Quelle immagini sono state successivamente manipolate.

In uno dei video generati attraverso l’intelligenza artificiale, la donna veniva falsamente presentata come titolare di un ruolo ufficiale nel settore sanitario e appariva mentre forniva consigli che non aveva mai dato, svolgendo esercizi fisici assurdi e consumando cibo poco salutare.

Nulla di tutto questo apparteneva all’intervista originale.

Secondo l’Oversight Board, immagini e video manipolati della giovane hanno raggiunto complessivamente decine di milioni di visualizzazioni sulle diverse piattaforme. Il singolo post Facebook sottoposto all’esame del Board aveva superato le 5.000 visualizzazioni e raccolto numerosi commenti, alcuni dei quali ridicolizzavano il suo aspetto fisico, il peso e l’hijab.

Il contenuto era stato segnalato per possibile violazione delle norme di Meta contro bullismo e molestie, ma la segnalazione e il successivo ricorso non erano stati sottoposti prioritariamente a revisione umana. Il video era quindi rimasto online senza neppure un’etichetta che ne indicasse la natura artificiale.

L’Oversight Board ha successivamente stabilito che il contenuto violava le regole contro bullismo e molestie e ne ha disposto la rimozione.

EML ISLAMOPHOBIA WATCH: DISTINGUERE I FATTI DALLE INTERPRETAZIONI

La European Muslims League ritiene importante mantenere una distinzione rigorosa.

Non esistono, sulla base degli elementi pubblicamente disponibili, prove sufficienti per affermare che la creazione originaria del deepfake fosse motivata esclusivamente dall’odio verso l’Islam.

È invece documentato che una giovane donna musulmana è stata rappresentata falsamente attraverso l’intelligenza artificiale e successivamente esposta a commenti denigratori che hanno riguardato anche il suo hijab.

È proprio questa combinazione a meritare attenzione.

L’intelligenza artificiale può trasformare rapidamente l’immagine autentica di una persona in materiale falso capace di alimentare derisione, stereotipi e campagne di molestie. Quando la vittima appartiene a una minoranza religiosa visibile, elementi identitari come l’hijab possono diventare a loro volta bersaglio dell’attacco.

Il problema, quindi, non riguarda soltanto la disinformazione tecnologica. Riguarda anche la capacità delle piattaforme di proteggere persone comuni dalla manipolazione della propria immagine e dall’amplificazione di contenuti discriminatori.

L’EML Islamophobia Watch continuerà a monitorare casi analoghi, distinguendo sempre la legittima libertà di espressione e di critica dalla falsificazione, dalla manipolazione e dagli attacchi rivolti alle persone sulla base della loro appartenenza religiosa.

DEEPFAKES AND ONLINE HATE: WHEN ARTIFICIAL INTELLIGENCE TARGETS A YOUNG MUSLIM WOMAN

EML Islamophobia Watch – Monitor. Verify. Document. Respond.

A young Muslim woman volunteering in a campaign dedicated to women’s health education became the target of AI-manipulated videos and a subsequent wave of online ridicule, which also involved her hijab.

The case was examined by Meta’s Oversight Board, which determined that one of the videos posted on Facebook should have been removed.

The case originated from a genuine television interview in which the young woman participated as a volunteer in a campaign aimed at improving women’s health education and reducing stigma surrounding certain health conditions.

Those images were subsequently manipulated.

In one AI-generated video, the woman was falsely portrayed as holding an official health-related position and appeared to give advice she had never provided, perform absurd physical exercises and consume unhealthy food.

None of this appeared in the original interview.

According to the Oversight Board, manipulated images and videos of the young woman collectively reached tens of millions of views across different platforms. The individual Facebook post reviewed by the Board had received more than 5,000 views and attracted numerous comments, some of which mocked her physical appearance, weight and hijab.

The content had been reported for potentially violating Meta’s rules on bullying and harassment, but neither the initial report nor the subsequent appeal was prioritised for human review. The video therefore remained online without even a label indicating that it had been artificially generated or manipulated.

The Oversight Board subsequently determined that the content violated the rules against bullying and harassment and ordered its removal.

The European Muslims League considers it essential to maintain a rigorous distinction.

Based on the publicly available evidence, there is insufficient proof to conclude that the original creation of the deepfake was motivated exclusively by hatred of Islam.

What is documented, however, is that a young Muslim woman was falsely represented through artificial intelligence and subsequently exposed to derogatory comments that also targeted her hijab.

It is precisely this combination that deserves attention.

Artificial intelligence can rapidly transform a person’s authentic image into fabricated material capable of fuelling ridicule, stereotypes and campaigns of harassment. When the victim belongs to a visible religious minority, identity markers such as the hijab can themselves become targets of abuse.

The issue therefore extends beyond technological disinformation. It also concerns the ability of digital platforms to protect ordinary people from the manipulation of their image and from the amplification of discriminatory content.

EML Islamophobia Watch will continue to monitor similar cases, always distinguishing legitimate freedom of expression and criticism from falsification, manipulation and attacks directed at individuals on the basis of their religious identity.

AUSTRIA: EML WARNS AGAINST PLACING ISLAM AND IGGÖ UNDER COLLECTIVE SUSPICION

GENOA, ITALY, 5 September 2026 – The European Muslims League (EML) has issued an official position concerning Austria’s proposed ban on so-called “Political Islam” and statements suggesting that the measures could also affect the Islamic Religious Community in Austria (IGGÖ).

The EML recognises the duty of every democratic State to counter extremist organisations and activities aimed at undermining the constitutional order. However, security measures must be based on concrete conduct, verifiable evidence and individual responsibility.

If the expression “Political Islam” is not supported by a precise and legally enforceable definition, it could extend suspicion beyond extremist organisations to the public and organised presence of Muslims.

“No faith may be used against democracy, but no democracy can defend itself by treating an entire religious community as a potential enemy,” stated Dr Alfredo Maiolese, President of the European Muslims League.

The EML is not intervening in defence of any specific organisation mentioned in the Austrian debate. It calls for every measure to respect legality, necessity, proportionality and freedom of religion, without producing collective discrimination.

EML Islamophobia Watch has also observed that some Italian social media content has linked the controversy to the Battle of Vienna of 1683. This historical reference does not form part of the Austrian proposal and improperly presents European Muslims through the image of a past military confrontation.

Responsibility, Lawfulness and the True Image of Islam


Acts of violence committed by individuals should never be used to judge entire communities. At the same time, Muslims have a shared responsibility to speak clearly whenever crimes committed by people from Muslim-majority countries contribute to fear, mistrust and the spread of Islamophobia.

The recent assault and robbery of a well-known journalist in Genoa by an undocumented Algerian man with a criminal record has once again raised concerns within Italian society. Incidents of this kind not only harm the victims, but also damage the reputation of millions of law-abiding Muslims who contribute positively to their communities every day.

The European Muslims League (EML) believes that respect for the law is fully consistent with Islamic teachings. Honesty, justice, respect for others and the protection of society are fundamental values that every Muslim should uphold, regardless of the country in which he or she lives.

Promoting the true message of Islam requires more than words. It requires responsible behaviour, respect for the laws of the host country and a sincere commitment to peaceful coexistence with people of all faiths and backgrounds.

For this reason, the European Muslims League has supported the publication of an article in the Italian newspaper Liguria Notizie, reaffirming its clear condemnation of violence and its commitment to legality, social responsibility and mutual respect.
